Expert Judgement

Expert judgment is an approach for soliciting informed opinions from individuals with particular expertise. During a decision process, this approach can be used, in place of or in combination with, formal MCDA calculation methods, to obtain a rapid assessment of certain aspect of the state of the system. The state of the system could be the current state of the system or a hypothetical future state of the system. It is often used in scenario planning for identifying basic trends, or forecasting future conditions based on the trends and policy adoption choices.
